My daughter is five.
It's a heck of a question. I keep flipping it over and over in my head. I told her I was going to bring it to the forum to get more responses.

Food.
If you are killed due to a lack of safety at least you didn't die on an empty stomach.

If you can't even get food how can you say you are safe?
Hunger is about the biggest jeopardy there is, I guess.

I will have to say food is more important, because everyone and everything needs some sort of food to survive.
Safety is important as well, but I think if you can find a way to isolate yourself from the majority of humanity and wildlife, you have a good chance of surviving without worrying too much about your safety.
Yoda exiled himself to Dagoba to escape the Empire, so he was relatively safe from harm (at least from Vader & Co.)...but he needed food to survive.
Without food, there's no hope, and no escape from hunger.
You can be safe from harm to a certain extent, but if you're hungry...wouldn't you still be in trouble? Not from the outside world, but from starving to death? (depending on how hungry you are and how long you've gone without eating something)?
And yeah, I guess you wouldn't know that whatever food you need to eat is safe, but in order to survive, you gotta do it.
Yeah, gotta go with the food.

I guess you can look at which people would be more likely to give up for the other - people will put themselves in danger for food if they're starving, so maybe that's your answer.
That said, you have to go for extremes to get that, as if people are just hungry rather than starving, they'd probably choose safety.
So Iguess, at the end of the day, what I'm saying is...
???

Food. It doesn't matter if you're safe if you're dead from starvation.

Food. Folks in the hood have lived in relatively unsafe environments forever yet they make it. Not a great quality of life but hey.

Safety
Once I establish safety within my surroundings I can search for food.......then bring my food back to my safety zone
