Why is Hardware's tech still so much cooler than Iron Man's?

He is. Technically, I think IM is a cyborg.  But I have not dislike of the "sweating out of his pours" idea.  I wouldn't have done it, but I see nothing wrong with it either.

But I'm sorry, Hardware's tech was plain ugly.  I liked the book but I just couldn't stomach the artwork so I dropped it.

Hardware's looked like it might actually work. I liked da grounding chains, lasers, guns, neural net, exposed circuitry and da bombs duct-taped to his chest. I guess Omni Cannons and nano technology seems more realistic to me than Repulsar Rays.

(And that new red and gold Helicarrier looks cheesy and ostentatious, Tony Stark's ego couldn't get any bigger.)

Strictly speaking, anyone with machinery in their body is a cyborg - pacemakers, hip replacements, etc. Stark definitely qualifies.

What really scary is that this entry isn't up to date.  As the comic progressed, Hardware improved the nanotech in his Mark 2.0 armor so they could enable the suit to repair itself, adapt to new hostile environments (e.g., outer space) and even "grow" extra weapons.

And let's not forget that by the Static Shock mini-series, Curt Metcalf was up to Hardware Armor Mark 4.0.
