The Foundation Reloaded

Synopsis

Sam Wilson returns to his community and realizes years of wearing a costume and fighting crime has virtually no lasting effect.  Realizing that his past efforts have been less than fruitful, he decides to become more involved in the infrastructure of the community itself.  Thus he founds the Bill Foster Foundation, an organization that focuses provide the community with specialized services including and after-school program, community health center and a bastion of superheroes that Harlem can call its own.  Balancing the Foundation and investigating threats to the community that stem from global threats is not easy task even with his teammates.  Also the sordid and rich histories of his fellow teammates also provides any number of threats to the team and New York City.  The Falcon is joined by the likes of Silhouette, her estranged lover Supreme Born formerly known as Bandit, the impetuous youth Debrii of whom he has become the legal guardian, the intelligent, fiery, and young Shuri who seeks to prove to her brother, the Black Panther that she is a capable Wakandan leader, the Houngan Supreme of Haiti, Jericho Drumm who lends his spiritual, magical and psychological expertise to the team and the entire Foundation and the lost and found doctor Cecilia Reyes who seeks to put her mind and life back together after a year of captivity witnessing inhumane horrors committed to various mutants including herself.

The name the Foundation is the underlying theme of this book in the main characters as well as the plot.  Similar to The Ultimates this book would function in “volumes” or in other words like “seasons.”  Each volume would begin with various sources conflict amidst the characters and the community of Harlem, eventually shown to have a very global source.  As the characters struggle to build their own foundations in the own personal lives, they will face threats to the foundations of  their families, friends and nation.

The Falcon
Powers & Abilities

Originally possessed the ability to telepathically communicate with his pet falcon Redwing, but that ability has grown into the ability to telepathically communicate with any birds within an unknown radius. Through this telepathic link he is also able to receive mental images of what the birds see.  Excellent trainer of birds, and has been highly trained in gymnastics and hand-to-hand combat by Captain America

Paraphernalia
He now wears a more highly modified suit based on the best of Wakandan technology.  This suit is equipped with in small internal computer yet is light as Falcon's previous suit.  This computer functions as an internal systems dialysis and provides complete instructions on the suits capabilties.  Also the suit has been specially tailored only to respond to the specific mental responses of Sam Wilson.  A few of its functions are listed below.

Hard light wings- Like his last suit, hard light wings are completely responsive to mental control.  They have improved to increased his speed and maneuverability.

Temperature regulator-  This suit now covers his entire body save for his mouth.  This suit regulates body temperature for most environments.  Prolonged exposure to extreme cold or extreme heat well beyond normal human ranges however cannot be regulated.

Oxygen filter-  The suit also covers the nose and provides a filter that can increase the amount of oxygen received at extreme altitudes.  The suit can also provide increase oxygen underwater but is not 100% waterproof to prolonged underwater submersion and is still susceptible to extreme pressure.

Improved vision-  The visors can increase vision and manipulate several different spectrums.
 
Grappling Hook - Glove on his right hand that contains a grappling hook used for grappling objects and entangling enemies.

Energy Shield- Glove on his left hand contains an Energy shield that can be emitted from a vibranium matrix from the back of the left hand. This shield is round in shape with a red eagle emblazoned on it when it is emitted.  However it is stationary and cannot be thrown.  This is similar to a shield once used by Captain America but stronger and can somewhat increase size and strength when the inner right palm grasps the inner left wrist.  They shield is based on photonic energy derived from vibranium, thereby providing greater resistance to various attacks including sapping energy from kinetic attacks (e.g. a super-powered punch).  When this shield is emitted power from wings is deterred and vice versa.  Therefore the wings and shield can never be used simultaneously.

Vibroweave mesh-  As the standard for any Wakandan-made battle suit, the main outer component is a vibroweave mesh is used that saps the energy from most attacks including gunfire however it can be slashed when cut against the grain.

Silhouette

Powers & Abilities 
Silhouette is a human mutate, and can manipulate the Darkforce. Silhouette has the power to shadowmelt, thereby becoming nearly invisible while under the cover of darkness, as well as the ability to teleport via dimension hop, using any available shadow as a portal. She can also open small portals anywhere shadows exist and use them to attack distant enemies by reaching through the portals. She can also teleport a small limited group of others others. She can become 'living darkness', and can cause extreme pain by phasing through the bodies of her enemies.  Silhouette also has enhanced speed, strength, agility, and sensory perception. She is a capable martial artist having trained in a myriad of Chinese martial arts.

Equipment- Due to being paralyzed she uses  a special pair of combat-capable crutches (built in to gauntlets  and leg braces built for her by Night Thrasher. The crutches can be used as tonfa and can deliver an electric.  Eventually Silhouette will receive Wakandan surgery allowing her to walk again and will use modified extendable tonfa gauntlets based on the original design of her crutch gauntlets.

Debrii

Powers & Abilities
Initially Debrii is described as a "low level telekinetic magnet."  She is a mutant who is able to move small objects at will, and is capable of manipulating many such objects at one time. She can use any "debris" around her to defend herself from attacks, or to attack her enemies.  After receiving training from Cable during his brief stint with the Secret Avengers.  She learns to fly by telekinetically manipulating her footwear.  therefore she flies in an croutched, upright position resembling a speed skater at rest  She also learns move larger objects  (such as cars) by realizing that everything consists of parts that create a whole.  (as "debris" itself is only the scattered pieces of a whole object in the first place).   She is an accomplished boxer and receives further martial training from the Falcon. Also uses her telekinesis to improve the impact of her bodily attacks with originally earned her the title, "The Brooklyn Bomber."

Equipment:  Cable eventually supplies her with a purple and gold combat uniform that resembles his without any special capabilities because he believes her normal street attire is not optimal for serious combat.

Supreme Born


Powers & Abilities:
Supreme Born (Bandit) loses his mutant powers after the Decimation.  He is an accomplished marksman, acrobat, and martial artist.

Equipment-
Black trenchcoat that is designed to assist in gliding.

Supreme Armor:
1. Bulletproof body armor
2. Helmet- posseses is a bulletproof gas mask that contains special lenses that possess night vision.
3. Hydraulic systems- increased his ability to leap and to run for long distances
4. Gloves-contains extendable claws  capable of scaling vertical surfaces
5. Vibranium-soled Boots- Facilitate jumping and landing large distances as well as climbing vertical surfaces
6. Wrist Gauntlets- can shoot "smart grappling hooks" (the hook extends upon contact of surface) connected by exceptionally durable wiring made from admantium wiring that have a max range of about 100 feet.  The wiring is very light and compacts within small cases  on he small of the back.

Visor & Guns Targeting System-  Supreme uses two Hydra prototype hand railguns that fire admantium alloy projectiles.  These guns are programmed to respond to the specially-crafted visors worn by the user.  Upon pulling the trigger,  targets corresponding to eye movements are attacked.  The visors also provide a measure of increased sight capabilities.

Papa Vodu

Powers & Abilities
He can create mystic smoke to teleport himself and others, as well as control and augment flames and render himself invulnerable to any fire-related injury.  He can hypnotically control any form of life including humas to a limited extent.  With the cooperation of his brother Daniel, he can achieve enhanced strength or send Daniel to possess others.  He can sense and quantify any mystic activity in his presence and invoke favors from the Loas if they prove amenable.

Equipment
Vodu wears a talisman he can use to channel his powers for greater efficiency; he uses additional mystic artifacts as necessary and carries a cigarette lighter for eacy access to flame.

Coco Macaque-  He also carries his coco macaque with him at all times (a Haitian magic stick).  It serves as a walking stick to the plane eye but can also be used as a physical weapon whose magical endowments make the wood exceptionally durable.  Upon breaking this special stick can be easily repair as if it had not been broken by a simple spell.  The coco macaque can be summoned if physically separated from Vodu.

Panthress

Powers & Abilities
The Panthress is an above-average athlete and is considered to be at nearly peak human physical condition. She is a rigorously trained gymnast and acrobat, proficient in various African martial arts as well as contemporary ones. He is a skilled hunter, tracker and scientist.  Since she is not the official Black Panther she has not been allowed to eat the special herb, though she makes up for some of  the attributes it provides through the use of a technologically enchanced suit:

Kimoyo card, an extremely powerful and versatile PDA- It functions similarly to the Avengers' communicards, but with many more practical applications. In one instance , the Panther called up a schematic of a jumbo jet's cockpit controls and took command of the plane, landing the plane safely in a river. "Kimoyo" is Bantu for "of the spirit."

Energy-dampening boots- Energy regulators create varying fields from the vibranium in the molded soles of the boots, enabling Panther to survive a fall of several stories and land like a cat. Given enough momentum, the Panther can also scale walls or skim across water. The field can be also used offensively to shatter or weaken objects.

Vibranium microweave mesh in his Panther uniform- The microweave robs incoming objects of their momentum; bullets do not ricochet off but simply fall to the ground when they come in contact with the weave. Likewise, the Panther cannot be stabbed; however, the costume (and Panther) can be cut if the attacker slashes along the uniform's grain.

Light armor- In order to make up for the weakness of the vibranium microweave suit, a special light armor suit can cover the original suit upon command.  This suit was an original creation of T'Challa however, Shuri made her own adjustments.  The suit contains special sensors that analyze her current environment to provide information to her Kimoyo card.  This allows her to simulate the sensory abilities of T'Challa

Mask-  The mask possesses a built in filtration system that protects her from dangerous gases and fumes.  She can breathe in an oxygen-less environment for approximately 20 minutes.

Lenses- The lenses on the Panthress suit allow her to see in many different spectrums and distances including: infrared, x-ray, telescopic microscopic, etc.

Claws- in the gloves are made of Antarctic vibranium-based "Anti-Metal" that can break down most metals at the molecular level.

Energy Iklwas: with an ornate hilt carved of ivory or some kind of stone, and an energy-generated blade that can be set to stun or kill. The energy blades can be handled like either the blade of an iklwa or fired like darts, and regenerated repeatedly.

Cecilia Reyes

Power & Abilities
Reyes can generate a force field around her body which provides resistance to energy and physical attacks, and can shape or expand it to protect those nearby.  The force field can expand 10 yards in all directions or 20 yards if she concentrates it in one direction.  She has learned to control the density and hardness of the force field either making it as hard as a diamond or flexible like rubber.  She can limit the pain she feels from abrasive contact touching the surface of the force field.  The force field can be projected to have layers with the softest parts always being near the core. the outer layers of the field no longer cause pain.  The are similar to how the outer finger nail causes no pain but tearing the inner nail is quite painful.

The inner force field acts as a full life support.  Much like a mother's womb, Reyes can live without air if encompassed in the field.  This field would protect her from asphyxiation in the emptiness of space as well as the pressure of the deep ocean floor or burning of lava.  The effects of this inner force field can also sustain other nearby individuals although sustaining others in extremely harsh conditions world cause mental fatigue more readly.

The force field can be projected from the body and form any shape thereby can be used offensively as weapons.  A closeby enemy could virtually be entrapped in diamond like substance but they would also be deprived of oxygen.  Furthermore the impact from the force field can simulate superhuman impact and aid to a degree in making superhuman leaps.

Reyes has also received hand-to-hand combat training during her days as an X-Man as well as from Diamond Lil during her days in Neverland.

Enemies

(this is only a sample and by no means complete ::))

Gamecock- Former foe of Captain American and the Falcon and employee of Boss Morgan.  During a Bloodsport match in Madripoor he lost to Puma who promptly devoured his legs.  making amends with his former employer Boss Morgan, he was fitted with new cybernetic legs that allow him greater jumping and landing abilities as well as housing sharp retractable blades in the feet.  He also wears removable wrist-mounted vibranium alloy retractable claws.

The Watchers Security Agency- The Young Watchers were community watch group of young teens nurtured by the Falcon after they were used by Stoneface for criminal purposes.  As the Falcon became less involved in the neighborhood many of the young Watchers left and the few left plus new members were left without guidance.  With Boss Morgan's power and street clout (despite the fact that he has been in jail), Gamecock took over the group and turned it into a "legitimate" security agency. It initially became a front for a drug-dealing endeavor,  however with the outbreak of the Civil War, they also began extorting the community residents of Harlem for more money by claiming to protect them from rogue superheroes.  This notion help to actually garner them a bit of community support as well as a blind eye from local law enforcement.

The Unified Guilds-  The former Thieves and Assassins guilds of New Orleans unified into a single guild taking Gambit on as their first leader of the Unified Guilds.  Soon Gambit returned to the life of an X-man and Belladonna assumed control.  Bandit infiltrated the guilds through a romantic relationship with Belladonna and ultimately led to its demise.  Now the Unified Guilds are in a state of reform but once they do, their first order of business is revenge on the duplicitous Bandit.

Marie Laveau-  Practitioner in the Black Arts and hoodoo.  Known as the "Voodoo Priestess of New Orleans," Laveau has lived from decades ever preserved in a youthful body due to manipulations of her magicks.  However she was finally defeated by Jericho Drumm when a summoned avatar of Damballah crushed Laveau to death.  Nevertheless she was a devotee to Baron Samedi who rules over the dead thus how long she stays dead is questionable.

Boss Morgan-  Longtime Harlem crimelord that has been incarcerated for a few years now yet still maintains a grip on the street economy of Harlem and other parts of New York.  He also is seen as one of the prison leaders  yet was critically injured during a recent riot by Bullseye.  Currently his lawyers are working to get him released and it seems they might succeed...

Senator Kamal Rakim- Onetime college classmate of T'challa the Black Panther, he soon became a public servant.  The longer he has been in politics the more he has become a devolving "W.E.B.Dubois"  As Dubois started out as a young educated Black man who sought acceptance into the white world who eentually became rather radical and decided that seeking assimilation was pointless and expatriated to Africa, Rakim is following an opposite path.  Starting as a young Black man who was rather radical during college and for the community he has steadily become more concerned about his own well-being and wealth deciding that fighting against the status quo is a pointless endeavor.  Given his political prowess and connections, there is no telling what secrets ventures he is involved in.

Storylines

1.  “Welcome Home, Sam”
The nation is in a state of heroic disarray.  The Civil War has recently ended and the Superhuman Registration Act (SHRA) is the law of the land.  Sam Wilson also known as the Falcon fought valiantly against the SHRA with many other heroes but upon Captain America, the leader of the Resistance, calling for an end to the fighting he complied.  He along with other stalwart non-compliants continued to resist the SHRA by going underground, refusing to sign.  Upon witnessing the assassination of his long-time friend and mentor, Captain America, he waited anxiously in the hospital for word of his condition.  Still a fugitive he was apprehended and detained.  Threatened with the possibility of not being able to attend Captain America’s funeral by Iron Man, he registered but in protest destroyed his costume that provided him his ability to fly.  Though he was registered, by the standards of the SHRA, he was no longer superhuman and thus Sam Wilson retired the Falcon.

Upon returning to his Harlem home, Sam Wilson was quickly reintroduced to the new status quo of the community.  Harlem has regressed to a community of scared citizens who are “protected” by the popular Watchers Security Agency The business evolved from the former youth group, the Young Watchers nurtured by Wilson years ago although few original members are left.  This new security group is employed by every store and business front in the community charged with protecting community from criminals and rogue heroes alike.  Fear and angst has caused this group to become a thriving business. Reconnecting with his old friend the policeman Sgt. Tork, he learns of all the new and old predators that have resurfaced in the community as well as the new outbreak of Mutant Growth Hormone (MGH) drugs.  Two forms have hit the streets.  One form is an exclusive party drug that is highly addictive called the “Nitro.”  The other form is non-physically addictive version called “Ether.”  The “Ether” is a more potent steroid-inducing version of the typical MGH that gives less of a feeling of euphoria and more superhuman abilities such as strength, agility and durability.     

Still battling with the internal conflict of protesting the SHRA and the recent deaths of his friends, Wilson begins further investigating the Watchers.  He learns that the Watchers are led by an old adversary, Gamecock, and perpetuate the myth of rogue heroes terrorizing the neighborhood through the use of various Watchers using “Ether” and personal holographic imagers to disguise themselves as rogue heroes such as Luke Cage and the Spider-man.  Furthermore the Watchers engage in the peddling of the highly addictive “Nitro” party drug.  Realizing that this “security” agency is running a complex crime organization using advanced technology, Wilson realizes that they have a strong supplier that is obviously not in the ‘hood.  Seeing that the odds are more than he can handle “depowered,” he contacts the Black Panther to see if his previous offer of an upgraded suit is still good.  With a new suit and a little assistance from Debrii, he publically fights Gamecock, exposes the Watchers Security Agency and shuts the business down.  The Falcon has returned.

1.5 Sidestory “Black Girl Lost”

Meanwhile, the underage Debrii has been released to the custody of Sam Wilson as a favor from Iron Man.  The child of a single-parent household, a brother that died when she was younger and no other known relatives, she had been very independent for a long time.  She made a name for herself in Harlem as a young formidable female boxer.  When her mother became severely ill and could not work any longer, Debrii began fighting in underground matches.  From this she gained notoriety which led to the New Warriors TV show.  She is actually 16 years of age and was removed from the New Warriors cast when Dwayne Taylor had discovered that she falsified her age. Once removed from the show she simply went back to the underground matches.  Soon, Debrii witnessed suffering mother finally find peace in death. Unfortunately life only threw more hardships at Debrii as the Stamford incident saw a newfound hatred of all New Warriors past and present emerge in the general populace.  Having her name and home address released on a website inciting violence against the New Warriors, Debrii found the car left to her from her mother and her home invaded and torched.  Scared and confused Debrii went underground and luckily was able to find her way to Captain America’s Secret Avengers.

Whilst among the Secret Avengers, Debrii kept to herself but the Falcon was able to break through to her and offer mentorship and further martial training.  After a small mission, the soldier from the future, Cable also took an interest in helping to train her poorly skilled telekinetic abilities.  Cable suggested that she could one day be a more powerful telekinetic if she continues honing her skills.  He helps her control her abilities to allow her more control flying versus the limited levitation that she could perform beforehand.

2. “Ghosts from Our Past”

Falcon realizes that simply wearing a suit and beating up bad guys is simply not enough.  He considers going back to social work but realizes that he was still very limited in the help he could actually give doing that as well.  He decides that he needs to restart an after-school program that she supported financially in the past.  Unfortunately the program was shutdown due to poor organization and mismanagement of funds.  This time he decides to start his own nonprofit organization that will facilitate this program in its own building as well as other community services.  Thus he begins to take the necessary steps to begin this project as well continuing his investigation of the Watchers backing. The dust is still settling from the major dismantling of the status quo of Harlem.  The Watchers were essentially destroyed in their current form yet the fact remains that they were receiving backing from a higher source.

Meanwhile Silhouette returns from her brief stint at Camp Hammond as part of the hero licensing process.  She is able to shorten her stay because of the fact that she has a young baby boy.  Her child, Dwayne, has been under the care of her Chinese surrogate mother, Xiao Li in Manhattan’s Chinatown.  She has helped raise Silhouette and her brother since childhood.  Also a Secret Avenger, Silhouette and Falcon had become close companions.  While they never became romantically involved, the tension existed and now they had come to a point where they decide to explore this.  Coincidentally, her reappearance in Chinatown is shortly followed by the reappearance of her former lover and son’s father, Donyell Taylor the estranged brother of the deceased Dwayne Taylor.  Silhouette wants nothing to do with Donyell aka Supreme Born and he for the first time learns that he is a father.  Although he is not too pleased with his son’s name he claims to want to be apart of his son’s life.  He insists that he will no longer be going anywhere and will remain with her this time yet the hard feelings remain.

Still interested in one another, Silhouette and Falcon pursue a further relationship despite Donyell’s appearance.  They decide to go on a date one night and leave little Dwayne with Xiao Li who runs a small corner store in Chinatown.  Also present is Debrii who is the official babysitter as Xiao Li runs the store.  Unknowingly, a plot has been set in motion to kidnap the baby, Silhouette and Donyell simultaneously.  Donyell owns warehouse in Manhattan that cannot be traced to him however, Xiao Li’s home/store had been monitored for some time waiting for the possible appearance of Donyell.  Upon seeing him he was followed to this warehouse and when given the order, men in police S.W.A.T. gear raided the warehouse.  Having expensive hi-tech security alarms, he was already leaving when they raided. Meanwhile in Chinatown, two S.W.A.T. geared officers and a plainclothes officer in a suit enter Xiao Li and ask to for the boy.  Curious and suspicious of armed officers looking for a baby, she is not helpful.  However then Debrii comes up front carrying Dwayne.   The officers immediately shoot Xiao Li but Debrii quickly responds by telekinetically causing the bullets to drop.  Xiao Li runs towards Debrii and grabs Dwayne.  At the same time, Silhouette and Falcon having entered the music hall upon picking up their pre-ordered tickets, Silhouette is informed that there is a phone call from a Xiao Li waiting for her at the booth.  Perplexed  but not totally far-fetched considering Xiao Li knew where she would be, she goes to answer the phone not before telling Falcon to go ahead to the seat.

Going back and forth, the baby and Silhouette are kidnapped but Donyell managing to escape with Debrii badly injured.  Falcon engaged some of the masked officers in combat only to end up seeing their real faces which happens to consist of seemingly decomposed matter.  The masked officers were apparently zombies that turned to dust upon being decapitated.  Falcon and Redwing track down Supreme to find out more information.  Supreme explains that these people are after him and had kidnapped Silhouette and the child to get at him.  While the zombie police officers are perplexing, he knows that this can only have been done by the New Orleans Unified Guilds.

A few days before in Houston, Texas, Jericho Drumm aka Papa Vodu pays a visit to an old acquaintance Madame Camille.  Formerly a longtime resident of New Orleans she relocated to stay with her sister in Houston after the flooding of New Orleans.   PV was once a consort of her young daughter, Jenny, but her immaturity and his dedication to helping those that need help caused him to break the relationship despite retaining feelings for her.  However his visit is not about Jenny.  He comes to Madame Camille to see if she still has connections and knows information about the goings on in New Orleans.  Madame Camille was once the best “information broker” of New Orleans.  Nothing happened in the city without her knowledge.  Unfortunately this is no longer the case.  Drumm had been interested because he recently had been experiencing dreams and feelings that an old adversary had returned.  Camille had no information but she did express concern for her daughter who decided to stay in New Orleans against her wishes due to her relationship with another “older voodoo man.”



Flashback:
The New Orleans Unified Guilds has seen better days.  Once a long and proud tradition of thieves and assassins for over 100 years, the Unified Guilds have become only a shadow of their former selves.  First they lost their mystical power source in their Benefactress, Candra after she was destroyed by the X-men.  She provided the members with powers as well as an elixir to prolong life.  Then they lost several members to prison and/or abandonment, after the Bandit-Gambit-Belladonna debacle. Next it was discovered that Bandit had stolen over 200 million dollars from them as well as even more millions in stolen merchandise.  While Bandit was influencing Belladonna in how to run the guilds he led the guild away from its spiritual traditions and history as well.  The guilds that had once consisted of family members became infused with the dregs of society.  Finally to cement their demise the natural disaster of Hurricane Katrina and the subsequent flooding, destroyed the late great New Orleans.

Seeking to reinvigorate the guilds by returning to their roots, Belladonna reassumes leadership with Gris-Gris as her second-in-command and begins to rebuild.  As the guilds long spiritual guide, Tante Mante is concerned about the darkness that has surrounds Belladonna.  She has become more ruthless and deadly as ever.  Being a source of reason and goodness, worries some of the guild members who see Belladonna’s approach as necessary and vital for the guilds’ health.  Under the secret planning of Gris- Gris, Tante Mante is assassinated.  The next move for the guilds is to find a new source of power, a new benefactress. Gris-Gris suggests a possible benefactress that is extremely powerful and would be more beneficial and supportive of the guild than their former benefactress, Candra the External ever was.  He further explains and they all agree.  Gris Gris has needs to find a young girl in order to this plan to work. He finds a young influential girl in Jenny and uses her to complete the plan.  After drugging her and performing a ceremony steeped in dark magic, Jenny is possessed by an evil spirit.  The evil spirit changes into her once former body. The Unified Guilds next make their plans to seek revenge and get their stolen money back with interest. They have pledge their allegiance in exchange for power.  Marie Leveau has returned.

2.5   Sidestory “Born Supreme”
Donyell Taylor once known as Bandit, wakes up in a pool of sweat.  This day now known as M-day will forever be the day that he was born.  Once a mutant that could summon the bioelectric energy with his body as well as having enhanced strength and agility he has now lost those abilities.  He is now a baseline human that is 2 inches shorter and over 50 pounds lighter.  He has been living on the run for months waiting things to cool down.  He briefly reconnected with his former girlfriend Silhouette but took off when he felt that disgruntled members of the Unified guilds had gotten to close to him and Silhouette.  He tricked her into believing that he no longer wants to be with her in order for her to leave his hometown of Chicago and head back to New York.  It worked.  He has always had a way with her and he figured that he could get her back once things cooled down.  Now however he’s powerless.

His once big “brother” who taught him all there is to know about the streets has returned from several years in prison.  Once called the Razor, he’s now called the Ruler.  His only friend and confidante he confides in the Ruler about his loss of power.  Seeking some sort of consolation, he receives none.  Instead the Ruler admonishes him for always relying so much on his mutant abilities.  While in prison the Ruler has rehabilitated himself and become a Fiver Percenter or a member of the Nation of Gods and Earths.  Knowing that he is largely responsible for his influence on Bandit in his early life he begins teaching Bandit the 120 Lessons as well as re-training him on how to fight without his mutant abilities.  He trains him in the deadly art of 52, a martial art popular in prisons.  After he finishes teaching and training him he renames Bandit, Supreme Born.  Realizing that he is now a regular human like his brother Nigh Thrasher, Supreme decides to increase his fighting and survival odds by also having similar equipment made with a few special touches.  Still being a thief at heart, Supreme decides to acquire gear that could improve his escape and prowling abilities and thus he goes to an expert, the Prowler. 

Knowing that the Prowler created his own suit and also possessing the stolen plans of Night Thrasher’s suit, not to mention a small personal fortune that is increasing daily because of several key investments (he is truly a bandit in all arenas), he commissions Hobie Brown to make him a suit with to his specifications.  Within his own Manhattan warehouse has Hobie Brown make him a suit that combines the best qualities of Night Thrasher’s suit with the Prowler’s suit using top notch materials acquired from the Black Market.  He also has Brown upgrade his former wrist tasers into a wrist grappling device on both arms.

As his suit is being finished, the Stamford incident occurs and the Civil War is shortly initiated.  He’s staying out of this Civil War, despite the involvement of those close to him (Silhouette joins Secret Avengers and Prowler was eventually captured).  He reflects however on the death of his brother.  He realizes how worthless his whole life had been to that point.  He had blamed his abandonment by his father on Dwayne and proceeded to talk his frustration on his half-brother because he was recognized as their father’s son.  He had kidnapped him, stole his girlfriend and in the end stolen his company.  Yes using some of the recent fortune he had accumulated he using a TV production company to buyout the Taylor Foundation and was underlying source that was forcing Dwayne to have the New Warriors be a reality TV joke.  He bankrupted his father’s company and then tried to shame Dwayne.  He realizes that he must share in the blame of Dwayne’s death as his undercover maneuvering put Dwayne and the other New Warriors in Stamford on TV that fateful day.

I've been scribblin notes down in my spare time for months.  all the schoolwork I do I need a creative outlet..

Debrii is a minor and her legal guardian is Falcon.  He would have be given the responsibility of training her.

no he registered.  He was prominently featured in Cap #25 and was seen waiting in the hospital.   CW:Battle Damage REport says he registered in order to go to Cap's Funeral.  Therefore I told my story under these restrictions. In other words, Falcon was underground until Cap got shot.  WHen Cap was shot, registration was no longer a concern.  He was grieving.  Though he still is at heart against it, he registered simply so he would be able to attend his friend's funeral.  That is the least he could do.  In his own way he continued protesting the SHRA by destroying the costume that made him "superhuman."  Yes he still has his "eye of the bird" thing but that isn't an ability that should cause Capekillers to have the average person sign up.   The idea is "Yeah I signed and yeah I have a @#$!ing hero license but if Mole Man attacks downtown, don't call me cuz my technological equipment that helped make me a "superhero" is gone.  Sure I'll send some birds over to crap on him!"  ;D  It's only later that he realizes he made a mistake and that he could use the edge in order to truly be the hero of Harlem so he gets another, more improved suit.  IT's also my way of getting rid of that god awful ugly ass suit.  ::)  It does not look threatening or serious in any sense of the word.

Tony  Stark isn't a total monster so he allowed the Falcon to be the stationed in Harlem (unlike others who may have been sent to various states that they have probably never been to) (as is noted in CW:Battle Damage Report).  Furthermore due to his personal request he is assigned Debrii who is a minor.  I don't care what your abilities are, minors are still under the jurisdiction of a legal guardian.  Since the Falcon requested it and he is a registered hero who also is ( or at least should be due to his previous Avengers status) an instructor he is given custody of Debrii and charged with training her.

Either way, I don't know why this story has to conflict with any team/ideas you have. ???  Tell your story how you want to. :D It's not like I just got hired by MArvel to write this and now its becoming canon lol. :D :D
