I first saw this video just yesterday.  It looks to be one of those polarizing topics.

It's hard to answer the question without more context. Discipline is a process, not a drive-by.

If he is going to be consistently putting foot to ass and monitoring the child's behavior, OK. If he's only dropping in for extreme interventions of this nature from time to time, I don't hold out a lot of hope.
